concept for eop this coming summer of 1967 after noticing a dearth of minority
students on campus.White had a strong social justice agenda and was a
groundbreaking figure in mental health.Near 1970, his seminal piece of

black and ethnic psychology. To 1967, the csulb student society was 20, 000 but
just a small portion were black or latino students. The state age were around 8

percent of novice freshmen as"Outstanding admissions, these students typically
were otherwise denied entrance because of low test scores or bad academic
performance. But the rule was not needed to secure access for disadvantaged
minorities.Preferably in lieu, it was created as a loophole for athletic
recruitments.Demos asked white to enroll 65 to 75 students and white informally
referred to as idea eop.And santa fe springs and spoke with promising students
whose gpa or sat scores were slightly below the requirement, or have been low
income. In most, for the 1967 fall session, 200 students were hired, 67

them.No wall kept them out seriously, but there was a struggle for developing
wall that prevented them, vazquez ramos says he didn't think while attending
college was an option. "I was never informed about possibility to go to college,
according to him. "I really didn't know what the cal state university system
was, even though i lived a mile from cal state rhode island. "They wanted people
to belief that there weren't qualified students out there or if there were
qualified students, they weren't interested in while attending college, vazquez
ramos declares. "It was veiled bigotry, making an adjustment once the first
students found its way to early 1968, white and csulb also helped them get used
to life on campus. "You could hardly just bring(The scholars)Here and expect
them to be equipped for the institution, says doug brown, vp of student services
at cal state long beach. "It was frightening to some of the scholars when they

facilitators while white's office arranged financial assistance for many
students and organized academic and career counseling, tutoring and helping
groups.Around the same time frame, sacramento took notice from your university's

the main critics was ward connerly, school of california regent, and aProponent
of idea 209.Connerly and critics said eop and similar university admissions
programs as well as hiring practices that considered race as a certification
amounted to"Racial allocations"And were definitily discriminatory.Prop.209 was
voted into law in 1996 and amended California's structure to prohibit race and
gender based preferences in state hiring and state university admissions. Some
cal state schools decentralized and reconfigured their eops from their original
structure. Now, that money doesn't always help the scholars it was intended.Brian
sandoval, a 1969 special admissions student at cal state are generally, sees eop
as necessary now as it was 40 rice. "I wouldn't are generally touched.I did not
have great grades, and i was a little rough inside edges, socially.I wasn't a
conformist in university, claims sandoval, the eop director at cal state new
jersey. "We wore khakis and county pants and sir guy tt-Tee shirts.I never was a
gang member, and i never got kicked out of faculty or was arrested, but i
researched the part. "It is not just a question of racial equality but of
economic equality. There's more jeopardized now, sandoval tells people. "Anyone
who doesn't acquire capital is at a disadvantage. These programs help level the
game.Educational background is the new civil rights movement, at cal situation
long beach, robinson says eop will be employed to help students. "We yet, as a
wide regional university, have an obligation to allow people to move up the
social economic ladder, according to him. "We will target people based on social
personal finance status.
